Agenda for Change has failed to deliver savings or change in working, MPs claim.
A highly critical report from the Commons Public Accounts Committee has supported claims made in a National Audit Office (NAO) report in January that no system-wide change in how staff work has been implemented following the introduction of Agenda for Change.
MPs also found no evidence that £1.3bn of savings predicted by the Government had been achieved.
